Duties and Responsibilities

To enhance productivity in the livestock and fisheries development sector, comprehensive extension and training services will be expanded for farmers, pastoralists, private investors, and stakeholders involved in animal development:

Policy, strategy, and program ideas will be formulated and prepared to accelerate the development of animal and fishery resources. Upon approval, these initiatives will be implemented and guided to achieve targeted outcomes.

A robust system will be established to identify, select, improve, utilize, and safeguard national animal genetic resources. Monitoring and leadership in its implementation will ensure effective management and preservation.Coordination and cooperation among stakeholders will be facilitated through a structured research framework for animal and fishery development.

Approved strategies will be implemented and directed to foster collaboration and advance sectoral goals.Efforts will focus on developing animal and fishery resources resilient to climate change, fostering economic development, and ensuring sustainable practices are in place.

Training initiatives will be instituted to enhance knowledge and skills, modernizing practices within the livestock and fisheries development sector. Establishing and overseeing centers of excellence will be integral to this endeavor.Collaboration with stakeholders will aim to secure land for investment in animal and fishery development, supported by robust financial, insurance, and credit delivery systems.Initiatives to expand natural grazing and irrigated fodder development, including the establishment of dry and wet fodder banks, will be assessed for availability and efficacy.

Sector Lead Executives Duties and Responsibilities

It prepares comprehensive short, medium, and long-term plans and work programs to enhance the country’s animal feed development, addressing the needs of farmers, pastoralists, and semi-pastoralists. Collaborating with relevant stakeholders, it designs operational strategies for expanding water and fodder banks, natural and irrigated pastures crucial for animal resource development, ensuring sustainable benefits. The officer collects and compiles animal feed technologies globally and domestically, devising distribution strategies tailored to environmental and user needs.

The officer generates effective policies, sustainable strategies, rules, and guidelines for animal feed development, implementing them upon approval. By monitoring implementation across all levels, it ensures adherence to plans in pastoral and semi-pastoral areas.

New national fodder development projects are designed and monitored comprehensively, with technical support provided throughout. The officer identifies socio-economic and policy barriers to feed industry development through surveys, proposing solutions. Extension packages are formulated based on global best practices, supported by training and professional guidance, with continuous evaluation and feedback.

Aligned with economic and climate adaptation strategies, the officer collaborates with stakeholders to integrate feed development programs harmoniously, ensuring natural resource protection.

Aligned with government policies, the executive coordinates and directs directorates to formulate and implement strategies and operational systems facilitating the expansion of integrated agriculture, animal, and fish development alongside health extension services. Expansion of extension and training services for farmers, pastoralists, private investors, and urban livestock developers is prioritized to enhance sector productivity.

The executive provides leadership in program and project coordination to boost production and productivity, ensuring adequate resources for their directorates. Strategic advisory to the Ministry on national and international integrated agriculture issues is a crucial responsibility.

Technology packages for effective transfer are tailored to environmental needs, monitored, evaluated, and continuously improved. Distribution methods for extension services are optimized for user convenience, maintaining quality and performance with ongoing technical support.

Capacity-building initiatives across federal and regional levels empower executives and implementers, with monitoring and evaluation integral to their effectiveness. Gender-inclusive strategies ensure women and youth participate and benefit from extension services.

Collaboration with research institutes drives scientific advancements in livestock development, while initiatives in water resource management and seed multiplication aim to enhance fishery resources. The system ensures adherence to product quality and safety standards, promotes nutrition education, and supports the development and dissemination of honey and silk technologies. Capacity-building programs for investors and stakeholders ensure ongoing enhancement of livestock resource management practices. Regular monitoring, evaluation, and reporting ensure continuous improvement and accountability in livestock development activities.

Aligned with governmental policies and strategies, it directs directorates to formulate and implement policy strategies and operational frameworks advancing integrated agriculture, animal, fish development, and health extension. Expansion of extension and training services to farmers, pastoralists, private investors, and urban livestock developers aims to enhance productivity. Advisory roles to the Ministry of State on national and international issues regarding integrated agriculture, animal, and fish development are central.
