Duties and Responsibilities
The Chief Executive Officer will be accountable to the Minister and will have the following duties and responsibilities:-
By strategically planning and coordinating sector activities, establishing operational frameworks, evaluating and overseeing sector operations, and facilitating capacity-building initiatives and support activities, it ensures effective management of the sector. This includes preparing strategic plans, annual sector plans, and implementation budgets for the institution's operations, meticulously evaluating and approving them before distribution to relevant stakeholders.
It monitors performance, provides supervision, and coordinates activities to ensure resources—including budgetary allocations and human resources—are effectively utilized for their intended purposes. Evaluating the performance of executives within the sector, it ensures accurate reporting and approves results accordingly. It designs strategies to modernize sector practices, implementing improvements and assessing outcomes.
The evaluation, approval, and motivation of executives and professionals who excel, along with strategies to enhance skills where gaps exist, are integral to its approach. Regular assessment of project timelines, costs, and quality ensures adherence to standards. It compiles and submits comprehensive sector performance reports to relevant authorities for review and action.

The Procurement Executive will have the following duties and responsibilities:-
Responsible for directing procurement performance activities and establishing effective local and international procurement systems, it ensures adherence to quality, timeliness, and quantity requirements essential for institutional needs.
Aligning procurement plans with the institution’s strategic goals and budgetary constraints, it prepares and monitors annual procurement plans, evaluating their execution and ensuring accuracy before distribution. Organizing the procurement department with necessary resources, it fosters a conducive work environment and directs, coordinates, and supervises departmental employees.
Evaluating employee performance, identifying skills gaps, and providing necessary support, it ensures operational efficiency. Implementing modern procurement strategies and overseeing their application, it enhances practices and monitors outcomes.
Ensuring compliance with government procurement regulations and fostering a transparent and accountable procurement process, it oversees procurement activities and manages contract administration effectively. It coordinates supplier interactions, monitors procurement performance, and manages financial obligations for international purchases. Regularly updating market prices through expert analysis, it ensures competitive procurement processes.
Addressing procurement challenges and proposing solutions based on market research, it maintains contract compliance and negotiates agreements as required. It organizes procurement documentation for audits and prepares comprehensive performance reports for review by relevant authorities, ensuring continuous improvement in procurement practices.
The Finance Executivewill have the following duties and responsibilities:
By effectively managing the organization’s cash flow and ensuring strict adherence to financial laws, monitoring accounts payable, receivables, and disbursements, and preparing comprehensive accounting reports, it facilitates efficient financial activities.
Aligned with the organization’s strategic plan, it timely prepares and implements work unit plans, assigning tasks to teams, groups, and experts upon approval. It meticulously prepares and manages the annual budget and departmental work plan, coordinating team leaders, experts, and workers, evaluating performance, and providing necessary training and technical support. Monitoring task completion for timeliness and quality, it ensures adequate resources and promptly resolves any issues that arise.
It oversees service delivery to internal and external customers, preventing complaints and adhering to directives from relevant government offices. Monitoring financial activities according to agreements with lenders and donors, it proposes income-generating strategies to management and modernizes financial management systems, facilitating training programs for staff.
It develops operational systems to ensure financial transparency and accountability, registering approved budgets by program and monitoring cash flow and bank accounts regularly. Supervising financial activities to ensure compliance and preparing statements to support planning and budgeting, it recommends additional funding and oversees payment requests and documentation compliance during budget shortfalls.
It ensures timely disbursement of aid and loan funds in collaboration with relevant departments. Monitors and verifies revenue collection, ensures prompt payment of taxes and bills, and oversees timely collection and deposit of grants and loans. Prepares financial statements, reports, and coordinates audit activities, enhancing staff capabilities through training in modern accounting practices and systems.
The executive of competency and human resource management is the chief executive of work management and performs the following key tasks by following the decrees, regulations and instructions of the government employees.
The role oversees comprehensive human resource management and development within the ministry, encompassing planning, organization, direction, monitoring, support, decision-making, supervision, performance evaluation, gap identification, and termination activities.
It formulates detailed plans and strategies for manpower development aligned with the ministry’s strategic goals. Annual plans are derived from this strategy and rigorously monitored for performance evaluation. Policies, guidelines, and procedures related to human resources are effectively implemented and supervised. Decisions regarding human resource management are made in accordance with delegated authority.
The establishment and operation of committees for various HR functions adhere to government regulations. Newly hired employees receive induction training on government guidelines, institutional goals, and departmental responsibilities. A performance evaluation system is established and managed to ensure consistent improvement. Plans for manpower development, training, and education enhance staff skills and competence.
Strategies for leadership development and professional growth are coordinated and implemented. The role also manages technology integration and business process improvement initiatives. Continuous capacity building frameworks and institutional development plans are designed to align the ministry with its goals.
Job analysis, job descriptions, and periodic evaluations adhere to government standards. Studies on workplace safety and health are conducted and evaluated, with findings reported to relevant authorities for action.
Project formulation for system development is followed by rigorous performance monitoring upon approval. The Ministry oversees design, installation, and configuration tasks at the institution’s data center to optimize network services. Technical assistance in building regional agricultural office network infrastructures is provided, fostering modernization efforts in agriculture.
Initiatives include independently developing and maintaining office systems for efficient service delivery, including website management and software development. Comprehensive data management ensures accurate database entries. Technical requirements for ICT equipment procurement are regularly updated through rigorous evaluation processes. Ongoing maintenance and refurbishment of ICT equipment extend its operational lifespan. Tailored training programs are designed to enhance the ICT skills of Ministry staff, fostering improved performance and efficiency.

Developing income generation strategies and resource mobilization efforts are integral to funding plans, project coordination, proposal preparation, evaluation, and implementation monitoring for women and social issues.
The Basic Service Executive is responsible for the management of the work and performs the following key functions by following the decrees, regulations and instructions of the government employees.
To effectively manage institutional operations, it plans, coordinates, and directs transportation, office organization, and site services, ensuring seamless support for ministry office operations. It develops the department’s annual plan aligned with the institution’s strategic goals, distributing tasks and monitoring performance, followed by rigorous evaluation. Regular assessments are conducted to evaluate staff performance, recognizing effective employees and addressing capacity gaps where performance is lacking.
Creating a conducive training environment, it introduces new procedures to enhance efficiency and tracks training outcomes to measure effectiveness. It ensures adequate operational resources and manpower, fostering optimal working conditions. It implements modern asset management systems to ensure proper use and reporting of institutional assets, proposing and monitoring protective operational systems for agricultural assets.
It supports executive and user awareness on asset management, designing operational methods to enhance transportation services and overseeing their implementation. Providing support and monitoring for timely vehicle maintenance and service, including prompt repairs, ensures continuous operational readiness.
It maintains updated profiles of vehicles, offices, and administrators, facilitating efficient resource allocation. It oversees procurement processes for vehicles and office supplies, ensuring compliance and timely deployment. It monitors and supports comprehensive service provisions for electricity, telephone, and water, ensuring uninterrupted operational services.
